Introduction of Quang Binh Database and Coordination Unit

The Project on Establishment and Support of the Provincial Mine Action Database and Coordination Unit (DBCU) in Quang Binh (old) Province is part of the cooperative mine action program between the Quang Binh Provincial People’s Committee and Norwegian People’s Aid (NPA) during the period 2020–2025. The project aims to establish, develop and further implement a database unit responsible for information management and coordination of mine action activities. Through the development of a comprehensive database system, the DBCU enhances the capacity for systematic data collection, processing, secure storage, and analysis of explosive ordnance contamination and clearance activities. This enables more informed and evidence-based decision-making by both provincial and national mine action authorities. By improving coordination and data transparency, the project contributes to more effective prioritization of clearance tasks, supports risk education planning, and facilitates reporting to stakeholders at all levels.

Mandates


Database Management

Responsible for the management, operation, and continuous development of the provincial Mine Action (MA) database. This includes designing and updating standardized procedures and reporting templates for the systematic collection of MA data across the province.

Key duties include:

  • Collecting, processing, updating, storing, and integrating data from various MA sources.
  • Ensuring all data reports are thoroughly verified, approved, and securely archived in accordance with data protection standards.
  • Providing oversight and technical guidance to data entry personnel to ensure accurate reporting using IMSMA-standard forms, which serve as the foundation for consolidating provincial data and submitting reports to the national database managed by the Vietnam National Mine Action Center (VNMAC).
  • Maintaining robust systems and infrastructure to support reliable data reporting and storage.
  • Delivering software tools, technical assistance, and capacity-building support to Information Management (IM) staff of implementing partners, enabling timely and accurate data collection, validation, and reporting to the Database Coordination Unit (DBCU).


Coordination of activities

Implement, and cooperate with relevant departments to develop policies, set targets, and make long-term, short-term, and medium-term mine action plans; cooperate with departments, organizations, and local authorities to implement the approved plan; manage, monitor, and report to the standing committee of PMASC. Conduct regular monthly coordination meetings with relevant stakeholders; implement coordinating role by integrating mine action projects into the socio-economic development plans. Prioritize in line with guidelines and regulations of the province, and task high-prioritized CHAs to operators for clearance. Receive and respond to hotline calls, and timely task EOD teams.

  • Managing, monitoring, and reporting progress to the Standing Committee of the Provincial Mine Action Steering Committee (PMASC).
  • Organizing regular monthly coordination meetings with stakeholders to ensure alignment and information sharing.
  • Fulfilling the coordination role by integrating mine action activities into provincial socio-economic development plans.
  • Prioritizing tasks in accordance with provincial guidelines and regulations, and assigning high-priority Confirmed Hazardous Areas (CHAs) to clearance operators.
  • Receiving and responding to hotline calls, and promptly deploying Explosive Ordnance Disposal (EOD) teams to address urgent threats.
